This is a Flamming Carrot Action figure #1 from 1999, produced by Dark Horse Comics. What makes this one unique is the pants are not the original red with green flippers. This is a rare Green pants with Yellow flippers which make it a true collector.

The Flaming Carrot is a surrealist comic book character created by Bob Burden, debuting in 1979. He is a crime-fighting vigilante with no superpowers who wears a giant carrot-shaped mask topped with a perpetually burning flame. The character’s origin story humorously states that after reading 5,000 comic books in one sitting, he suffered brain damage and metamorphosed into the Flaming Carrot. His costume includes a white shirt, red pants, flippers (in case he needs to swim).
